Why London local search is different
In London, "near me" can mean a few streets. Google shows different map results in Shoreditch and Stratford, even for the same search, so your website and Business Profile need to make your location and service area very clear.
Competition is also higher than almost anywhere else in the UK. Small technical problems, like a slow mobile site or missing schema, are often what separates the businesses in the map results from the ones on page two.
